Those are the current strongest living shinobi after Naruto and Sasuke. I know Tsunade, Mei, and Ay should still be very strong, but we've already seen them in their prime and going all-out.

Of course gauging their current power is just speculation, but that's the point. That's why it's a challenge.

Consider their ages from Part 2 to now. Consider personal reasons they should have to have trained and grown stronger.

As the OP, I will refrain from disagreeing with anyone...but I must say that Chojuro should be last on everyone's list, despite being a Kage.

He's really nothing but a swordsman with a special sword and water affinity.

"fodder"? LOL she's pretty much Onoki without Jinton. I'm sure she could stop a single meteor too with that weight-changing jutsu. Just having flight and lava release makes her a more formidable shinobi than Chojuro.

Not to mention she's Onoki granddaughter, so his high chakra levels probably got passed onto her.

Her only downfall is that she's not a serious person. She's goofy, and didn't have to grow up in such rough times as Onoki did.

Then again, she must have taken getting stronger seriously once she was named Tsuchikage.

The only thing Chojuro has over Kurotsuchi is his desire to be strong. He's really into having confidence in himself and his abilities. Becoming Mizukage must have really made his desire even stronger. But that would just mean he can make his chakra blade into more shapes and sizes now...meh.
