Suigetsu triumphs -- Physical techniques aren't substantial against his body composition; Choji as well dulls in comparison to Suigetsu's Shunshin no Jutsu speed. Pretty one-sided honestly, but the blame can't really be placed on you, Suigetsu is a unique character to place match-ups against due to his Hydrification technique.

Suigetsu wins.

Suigetsu's impervious to all of Chouji's attacks while Suigetsu's superior speed should enable him to behead or even ensnare and suffocate him with Suiton which quickly dismantled CS Jugo. Either way, a shinobi of Suigetsu's caliber wouldn't struggle against Choji given his qualification within Sasuke's platoon which denotes him as a significantly stronger ninja.

Location definitely gives suigetsu the win in s1 since he has access to the water avatar.
for s2 Suigetsu likely wins again. Choji's attacks aren't doing anything to suigetsu and suigetsu should be superior in speed/reactons plus he has the executioner sword which isn't good news for choji's flesh body.

for s2 he needs to take out choji out quick before he turns too big for the drowning bubble thing. But Choji can't hurt him with water form.

Restrictions: Super Expansion Jutsu

Suigetsu stomps in scenario 1 and wins scenario 2. Demon Fish is strong enough to physically contend with Gyuki so Choji gets molested, and his physical attacks don't work. The latter half is also why he loses scenario 2.

Would the results differ if Choji's restrictions were lifted?

That language though.

Choji's physical attacks still don't work, so no. Demon Fish is still stronger than him in his Enlarged form either way as well.

how about S2 where the terrain is rocky so no access to demon fish.
