Nah....its definitely bad, but I could easily list half a dozen superhero movies worse than it.

Unless we're talking about modern superhero movies, which in that case, the only one who beats it for me would be Fant4stic.

That's why I say that, cause they pulled off something that bad a.) after most studios had already figured out a way to put out at least a decent superhero flick, and b.) after the first movie itself was decent

No other character has released lightning while floating with that particular stance with that particular color and pattern of lightning, which is where the inspiration from Electro came from.
