The other kage just never had a technique of mass destruction against them. How would any of them counter ST lol Minato is the only one that could possible and what he did with the TBB shouldnt work for ST.

I wouldnt consider a hokage a failure because a village got destroyed in the process of combat. What matters is picking back up and rebuilding.

Sorry, but if Kakashi or the 3rd was placed in the same position as Tsunade in the Pein arc, the village would have gone much quicker. Tsunade healed thousands of villagers thus keeping the hospital and defence unit alive, she has never failed the village.
