If a group of unheard of Konoha scientists are able to make a device capable of using ANY JUTSU EVER WITH NO SKILL NEEDED then clearly science and chakra can be used in tandem more easily than someone may think. There might not be any limits anymore.

He managed cloning and body modifications before science and the Ninja Technological Age, and whilst he seems pretty hung up on cloning and parenthood right now (naruto and sasuke are still around and he needs to integrate with Konoha lol) God knows what he can do or develop now​

Honestly, technology gave bad vibes to the manga, imo.
But space clans was a positive idea. It matches with the story and plot, differently of technology cheats.

Actually they can't, that would mean that the scientist could actually make the jutsu on their own lives. Like the rasengan which we know they can't. So if there was no ninjas to actually help out by strong jutsu's then their tech would be useless.
