I think Limbo is the better ability. While it's very difficult for a non-rsm/rinnegan user to fight against an opponent with Ameno, it's literally impossible for someone withtout rsm/rinngan to fight an opponent with Limbo.

And Kaguya easily dodged Sasuke's last Ameno attempt too if it wasnt for Sakura coming down on Kaguya.

I also actually wont gonna bother to quote someone who like to pull something out of his thin ass aka fanfic but... Only specific people can negg/stalemate/counter Limbo. At about 2% of NV people. Which mean vast majority of people in NV and including you in real life will get negg hard by Limbo except those 2%.

good point. while ameno is hard to evade, i think people like Hashi can tank or think of a way to fight it. Maybe Obito can even activate Kamui in time to be intangible

Kaguya was sitting down while Sasuke was standing. Moving your body down while the gravity is enhanced makes you only faster. He didn't have to make any step as He teleported right infront of her.

I guess Ameno cant be dodged if used by people with lesser shitty striking speed.
