Kage Summit Sasuke at his peak would win. Ay IV can dodge Amaterasu but he can't do anything to a Susanoo above Ribcage. Ay III can pierce through any Susanoo Sasuke has but isn't fast enough to dodge Amaterasu. So Amaterasu/Kagutsuchi via V4 Susanoo sets Ay III on fire thus effectively ending him and then Sasuke uses Kirin to neutralize Ay IV or he just uses Susanoo.

Kirin prevents that as he can't dodge it nor can he outrun the blast range even if he could dodge it.

And yes, that is exactly why he's not as fast as Ay IV.
