1. Kaguya - It's implied her TSB could level up her planetary dimensions.

2. JJ Obito/Madara - IT and Mokuton covered NV world, and they have Nunoboko sword which is stated to ''shape'' the world. In that context, it would mean the sword can level up planets.

3. Toneri - He cut the moon in half.

4. Nagato - He levelled up Konoha which, by two accepted calculations, estimate Konoha's size at 74km-120km. This means Nagato can level up cities and potentially countries.

I respect Nagato's feats more than the others. The reason is, others used external power to achieve such destructive capabilities, whereas Nagato can accomplish such fire-power with his natural Chakra. Take the Jubi away from Madara, what can he do? Cut bunch of mountains? Nagato created an CT that dwarfed ranges of mountains at his deathbed, lost from his Chakra, nutrition and life-force.
