Is that sarcastic ? Because that is exactly what he is doing. There are some areas that are being overlooked like Alabasta and Dressrosa. But in general the marines have things pretty much under control, If pirates show up hey come to deal with them. If I was a civilian in One Piece I would see Akainu as a good guy.

Yeah i was being sarcastic. But good guys don't kill (or try to kill) good guys, and still try be the good guy. Still i'll never see him as anything but a villian.

There are no hints or suggestions to even assume that Shanks would be evil, and even if he did turn out to be evil, it would just be terrible writing, and a lot of fans would be pissed since Luffy looks up to him, and it would just make Shanks look really bad and poorly developed since a lot of people would never see Shanks that way.

People tend to forget that pirates are the actual villains of that world.
