Naruto doesn't have anyway of passing on the power and strength that made him great as Sasuke would be able to since it was explained that Sasuke'd Gene's elimitated the Uchiha "hate" that corrupted them to begin with because in the end Sasuke overcame it in his last fight against Naruto. Hes referring to the fact that his race can absorb their elder's chakra and powers, in a way he's basically saying he pity's naruto for being so damn powerful and not being ootsuki so boruto can have that power and his own. basically saying naruto>sasuke power wise because he doesnt pity sasuke not being able to pass his power down, which anyone saying he can is so damn dumb sarada isn't getting his rinnegan in any more likelihood than boruto getting the kyuubi

Not to mention her Perfect Chakra control talent, and her natural genjutsu ability that Sarada inhered. And she didn't get it from Sasuke because it was only until he trained with Orochimaru that his genjutsu talent surpassed Sakura's natural ability.
