Was Tsunade restricted to give Mei feats?

Maybe because Mei is a far better suiton user than Tsunade. If we're going to wank chakra control/Byakogou chakra, why not make Tsunade a speedster on V2 Ay level?

I've been saying this the entire time, logically she can increase her speed as much as she increases her strength. It's plot . And she was sort of keeping up with v2 light wieighted Ay

Even though tsunade posses 4 chakra nature, may be she cannot use it perfectly to highest level and she is a medical ninja so healing comes first.
