Why Kaguya was so weak

Despite all her power, Kaguya does not have the mindset of a shinobi and lacked the ability to fight like one because the art of jutsu did not exist until Indra introduced it.

In the end of the day power is limited by the user's knwoeledge and without BZ she'd unable to do anything against the most talented shinobi. It's possible that unrestricted Sasuke and Naruto are her equals in their prime.

Kaguya is the strongest Character, however strength isn't everything. She has no Battle Intellect/Skill, even Black Zetsu had to help her with decision making.

Most of Otsutsuki we saw are just using big attacks using some elements only with wave of hands. But Shinobi started using misdirection which brought so much problems to Kaguya and mainly fact that there were more of them. Kaguya never lose 1v1 even Hagoromo fought along with Homura. And in moderns times there was even more of them.

Actually shinobi weren't around in Kaguya's time and were not a problem because no one knew how to use chakra until Hagoromo shared it and Indra weaponized it.

Ootsutsuki only seem to know how to use their raw feats (i.e : giant TSB) but after centuries of war the Otsutsuki descendants learned to develop special techniques with the power they inherited from Kaguya.

She can't produce the same feats as Hyuga or Uchiha because she was never trained how to use jutsu like them. She may have 'understanding of all things' as a Six Path Senjutsu user but lack of experience will always be the limit of her strength.

Kaguya never lose 1v1 even Hagoromo fought along with Homura. And in moderns times there was even more of them.

If either Naruto or Sasuke had both Yin/Yang seals they could beat her 1v1 tbh

I dont think that you need to know many jutsu when you can will someone into lava dimension.

You're kind of mixing manga canon with the Ashura/Indra filler. In the manga Indra didn't create ninjtsu(though it's fine if you choose to use the anime's fill in of Indra weaponizing it) it was never stated when chakra became a weapon only that humans started to use it as so.

Kaguya was a goddess not a warrior princess so the use of ninjutsu and battle tactics of this era were foreign to her. Which is why BZ had to do some coaching for her. But of course she was nerfed. The manga was ending and she needed to be defeated. This isn't exactly a Dark realistic story where the bad guy wins. So she needed to be restricted so the heroes could win.

Claiming she doesn't know jutsu is silly. She has the Rinne-Sharingan, which the Rinnegan comes from, and Six Paths Senjutsu.

"Unrestricted" Kaguya would have access to literally any ability, Kekkei Genkai/Tota and Hidens. All of it originates with her.

apparently the db said kaguya was the one who made up the idea to manipulate the indra descendants. She can use fairly advanced hyuga-esque taijutsu and control the large amount of chakra she has well. So Kaguya does have some battle instinct but Kishi had to hit her with the PIS bullet.
