How he was born : I think Kawaki was originally created to stop someone as strong as Madara if Naruto and Sasuke were ever dead and the village was under threat.
A former understudy of Orochimaru might have went rogue and decided to use Oro's clone research to make a "super soldier" without knowing it would go wrong. DNA that was collected from VoTE 2 might have originally been preserved but then stolen without any of team Hebi's knowledge.
Why he's angry : If you look at Gaiden the main theme of the new generation is about bonds just like in the original manga, but the difference is that the main characters are learning about what it means to be family rather than what it means to have family.
Boruto doesn't believe in Naruto's ideology that everyone is family and when Sarada awakens MS she might start having the same negative feelings about her parents as she did when she unlocked her Sharingan.
I think Kawaki is basically someone that grew up without a father or a family (like Naruto and Sasuke) and feels neglected despite the Hokage's talk of "everyone being a family".
As a result he wants to destroy the world Naruto has been trying to build with his philosophy and his anger will make Boruto and Sarada understand why family is important.
His view on "destroying the shinobi world" could basically translate into "destroying the idea all shinobi can co-operate and be united", it would lead Boruto to being in the same position as Naruto when he faced Obito and Madara.
