I see a lot of people saying things like "the body would have rotted by now!" Please remember that the body of the person is unnecessary! All that this jutsu requires is a tribute body (i.e. the sound ninja genin in Naruto) and some dirt. When the Second lost his arm fighting the Third it just replaced itself with more dirt, the body is irrelevant as it is just dirt taking on the original likeness, the soul and the control tags that Orochimaru made are all that really matter in this jutsu. And as far as recognizing or knowing what the person looks like, it's not really clear as to if that's a necessity or not. I mean did Orochimaru know what the First and Second looked like? Maybe, but who can prove it one way or another. I think the jutsu was left a bit open ended so Masashi Kishimoto could use it with as few restraints as possible in later chapters and story arcs. I mean adding a bunch of rules to it would only make it harder for him so to answer your question, this jutsu (as well as all others) are expressly, and without exception, whatever the hell the creator of this manga (Masashi Kishimoto) wants them to be.

I think too that it's the real Uchiha Madara, or at least, his original body.
If you think about it, there's no reason why Tobi is still wearing that creepy mask; everyone knows his "true" identity now.

And now that I think of it again, we have no idea what happened to Uchiha Izuna. We know he willingly gave his eyes to Madara, but what happened next? We think that Madara just lost, but maybe he died during the battle with Shodaime. And Izuna got those eyes back somehow from his dead brother.
Gaining his eye sight again he witnesses his clan turning their back on their leader, the one who sacrificed himself. He wants to continue the legend of "Madara", so he uses his identity and becomes rogue. Helps Itachi and forms Akatsuki etc etc etc living on his brother's dream exactly how Nagato tried to fulfill the dream of Yahiko.

I believe it is Madara Uchiha. I believe that Tobi is one of these three Fugaku, Izuna or Shisui.
Reasons for Fugaku:
Remember the location Kushina and Minato were sent to was in fact known by a select few chosen by the third. A location that Kushina somewhat disclaimed to Mikoto Uchiha, Fugaku's wife. Also after Sasuke dispatched Danzo Tobi said thats my boy or something to that affect. His death could have been feigned with Izanagi.
Reasons for Shisui:
He used the same techniques demonstrated by Tobi all throughout the Manga. He was also the most powerful Uchiha of his time and more then likely a match for itachi.
He has similar hair.

And yes, it is looking more like the real Madara as being the SO6P/1st Hokage wouldn't add anything to the story. With the real Madara it would be a real twist which I'd love to see

All other strong characters have already been summoned (ie Itachi, Nagato..)
The only possibilities are Madara, Izuna, Sot6p (I dont think so: Tobi was scared the second that last coffin opened...how would he know what the sot6p looks like??) or someone we don't know yet
