It makes 100% sense because Hagoromo was born with Kaguya's chakra which is the same as Juubi chakra, in other words to use Six Path Senjutsu like Kaguya and the JuubiJins, the 9 bijuu are required.


Madara had Hashirama's Sage Mode and Hagoromo's chakra yet didn't unlock Six Path Senjutsu until he had the chakra of all the bijuu.

If you are talking about potential then potentially naruto can use other 8 bijuus which naruto didn't use in the VOTE fight.
Potentially, Naruto can use nonuboku sword and 1000 TSBRSs instead of just 2 as naruto has got vast amount of chakra.
Hypothetically, Naruto has got unlimited potential as he has access to all kinds of KKGs and Elements. Naruto can transform into all bijuus transformations. On top of that naruto can absorb NE as much as he wants. Hypothetically, Naruto can amalgamate all 9 bijuus chakra to form 1 big Avatar instead of using them separately.

Kaguya's battle is one fine example of the difference between naruto and sasuke's powers. Naruto was punching,pushing and hitting Kaguya whereas Sasuke got his ass whooped like a fodder.
