I don't think it has any point to argue who would win among top tier OP characters, in a 1v1 fight between the handful of top tiers that there are in OP (Admirals, FA, maybe a few other top dogs at WG, the Yonko, Garp, Edward, Roger, Dragon, Sengoku, Aokiji and a handful more) they are the strongest in the verse and the tiniest details could tip the scales (either way)

If any top tier could push another top tier to extreme diff, then how would the WG know that Kaido is the strongest?
