I am amazed to see that people forgot about the Effect of FRS. FRS is not like your normal jutsus. It can destroy the chakra arteries and it's victim can't use chakra anymore.

3rd Raikage is more durable than Ay but the reason he tanked the FRS is because he had an Edo Body. Kakuzu had three heart left but FRS destroyed all of the three remaining hearts.

Not really. He fought against the 8 tails and even he said that He couldn't injure the 3rd Raikage.

Unless you are trying to tell me that one simple FRS is stronger than the 8 tails BijuuDama.

The third has more durability and piercing power but the fourth has higher speed. The FRS would definitely injure the fourth wheres the third would at most only get minor injuries that he could ignore.

FRS is Fuuton, and it still did nothing to Ay, so he tanks it with or without his armor. Ay IV can't even completely tank Chidori without his armor. FRS rapes him. That's the gap between their respective durabilities.

don't you mean the 3rd at bold. Also there's no way they have the same durability when we consider the massive hype 3rd raikage had and Naruto even admitted the RS had no effect on him and couldn't scratch him. While a simple chidori got through 4th raikage's armor.
