Even though Dragon is the most wanted man in OP since he does run Revolutionaries,Shanks gives me more stronger vibe since he is one of Yonko.

I'd prefer Dragon. But I think Shanks is better in terms of potential, He lost his dominant arm and should logically be much yonger than Dragon. Yet he's up there with the top dogs.

When you run one of the Great powers alone forming your own category you have to be stronger than someone who's part of a bigger category(Shanks isn't the only Yonko) etc

1- Yonko hype is real while 'Most wanted' doesn't really translate to 'The strongest' or even close.
2- Shanks has some powerful panels under his belt, clash with WB, KOing 70% of a Yonko's crew..
