Kid buu is his true form but Super buu is his strongest form.

Kid buu was said to be more dangerous because he was far more evil and unpredictable.

Kid buu is way stronger, fat buu being absorbed made him nicer more childlike and weaker. Also ssj3 dbz goku is above ssgotenks, the only reason goku didn't finish off fat buu was literally to give the kids something to do, ssj3 goku held his own against kid buu, any form

Kid Buu wasn't stronger he was just more sporadic for example blowing up the planet without hesitation. Kid Buu isn't the strongest and Goku stated himself that Gotenks was stronger than him.

I don't think he was taking ssj3 into account when he said that cause his usage of it was very limited. How are you going to argue kid buu is weaker when they both say he's getting stronger after they exit his body and he starts transforming into kid buu

Added into the fact goku was very insistent on using fusion when going up against super buu, Yet refused to do so when against Kid buu. If Kid buu was indeed stronger than super, Then goku shouldn't of been that confident against Kid buu when he was so worried about going against super buu without fusion.

I think he's more talking about super buu sans his abosrptions, before he reverts to kid buu, also, i coulda sworn one of them was surprised he was getting stronger when he got small, so that might just be my bad. As for the second point, didn't goku wanna fuse, as shown in your panel, for kid buu? Goku states he wishes vegeta wouldn'tve broken his earring. They're only so eager to fight kid buu cause it's their only choice to do it separately. Plus I think some of their eagerness also came from being able to fight unhindered on the Kais planet(it's been a really long time since I actually read the manga so... yea lol)
