You are talking about 2 different restructions. Plot and Kishi. Plot restrictions are nerfs due to evvents like Naruto being exhausted. Its also fact.

He couldn't beat madara on his own because he is immortal not because he is stronger.

There is proof that you don't need rinnegan to be immune to IT
-The edo hokage werent affected by IT (Even thou they can get afected by genjutsu)
-Obito with black zetsu wasn't afected since he has rikudou senjutsu (Witch is what naruto has).

To put it simply Naruto's powers are almost tailor made to counter Sasuke's and there is no denying it.....even if we give Sasuke all the paths (as per anime not manga), Naruto countered them almost perfectly with no experience with the SM when he fought against pain....he can do the same against Sasuke..to be blunt in terms of raw/sheer power no one can match Naruto as of now, only Kaguya was higher and Madara to a certain extent.....people always say Sasuke can counter Naruto's techniques using Preta/Deva but when you actually give it a thought Naruto has always been a master of deception and quick thinking when it comes to fighting...he knows how to counter the deva path, he can easily do it using shadow clones..he resisted pain's shinra tensei using Shadow clones only. He was seriously nerfed...look at the sheer no. of clones he used in the past and when he used those to fight Sasuke you will see the difference...also absorbing chakra takes time..untill and unless Sasuke somehow spams shadow clones to do it for him he will be defeated
