Is it stronger than Gaara and his father ?

I think that Sasori has killed the Third Kazekage by poisoning , not in a frontal fight.

I think he is featless. Though Sasori having him as one of his main puppets and what what was shown how he was used suggests he was strong. Doubt he was as strong as gaara

Well Rasa had golden sand and was said to fight against Shukaku when he controlled Gaara. Often was mentioned that it was because of his golden sand which was heavier than Shukaku sand he could defeat him. But gold is even heavier than Iron, so Yondaime had advantage in that. On other hand only record we have about Sandaime fighting skills are from Sasori using him as puppet so its really hard to compare. His death was reason for war but if it was Suna who blamed someone and started fight or someone using it as advantage and attacked Suna is unclear.

Just off the top of my head without manga feats? I'd say 4th kazekage > 3rd kazekage > gaara

But even the elders said that the 3rd was the strongest Kazekage. Then again, Reto was dubbed as having overwhelming power by the databooks, so who knows...

That was my original thought. But the 3rd and 4th both have magnet release, with the 3rd using iron and the 4th using gold. Gold would logically seem like a better material to use in their fighting style(although in reality iron would be better with a "magnet style") plus it's lighter allowing it to be moved much faster(at least that was my simple thinking when I made my post lol)

Doesn't really get clearer than this. This includes Gaara at the beginning of shippuden, now it remains to be seen if Gaara had ended up surpassing him in the War Arc, but not too sure considering the 4th Kazekage was there and Kishi didn't make him say anything about Gaara surpassing the Third to my knowledge, which if Kishi wanted it to be known wouldn't be hard to do in that situation.

So Gaara now control all sands...? Because in the beginning he would use Shukaku's ability to manipulate large sands or infuse his prepped sand with other sands to be able to manipulate them as well??

Anyway, using a legit ninjutsu i.e. Magnet release... Both 3rd and 4th can use all the iron and gold in their vicinity, it comes down to the quality of the metal they use and the creativity to use it better.

If 4th could manage Shukaku alone (though it's quite weaker), and nowhere in the manga it's implied that he's any better than the 3rd, simply means...

3rd could also easily subdue Shukaku and that's powerful even for a Kazekage...
