Minato probably wins. He can learn Sage Mode so his chakra reserves are easily far larger than Kakashi's, so in terms of clones he'd outnumber him. Tobirama said that Minato's Shunshin is even faster than his, meaning Tobirama himself is faster than the rest of the Hokage...including Hashirama who was matching Madara in speed and otherwise has good speed feats of his own. Madara caught SM Naruto off guard.

Kakashi's best shot is to have him defeat a Raiton Clone, paralyze him and then take him out then, but if Minato has a clone out when this occurs the strategy fails.

Possibly. But I highly doubt he'd do so successfully, especially when Minato could simply break the cast.

That's strictly movement speed. Hashirama can be overall faster than Tobirama in CQC.

True, but considering Tobirama's reflexes surpass Base Hashirama's by feats I don't see that as likely, though CQC wasn't my main point anyway, just Shunshin since I already know that Minato is going to be faster than Kakashi in every type of movement.

I honestly don't even think Minato was anything special outside of Hiraishin or at least, the Databook made it seem as if Minato wasn't incredible outside of Hiraishin.

Kakashi wins with ease. Minato's hype revolved around his Hirashin and he's a fodder without it. His Shunshin is fast but 14 year old Obito easily read his movements, and adult Obito with Rinnegan perk was outclassed by Kakashi. Kakashi can read his movements just fine and he has the physique to keep up with him, as told that not only he outclassed Obito but also kept up with Itachi and 6th Gate Gai, meaning there is no chance of blitz realistically.

The rest falls under Kakashi's advantages. Summons are controlled by Sharingan and used against Minato instead; Raikiri is superior to Rasengan; Kakashi's intellectual strategies would have Minato fall under his Raiton Clone trap, immobolized enough to sever his head.
