To me make it more simple more simple SM is better than a CM user, but here is the twist CM user is better than a none SM and CM user.

Naruto learned SM when he was weaker than Sasuke, proof is Naruto admitted he was weaker than Sasuke to Kakashi. Naruto did Rasenshuriken training, which was only learning to use wind element and Rasenshuriken but no training to increase chakra, speed, attack, etc.

Then Naruto did SM training, thanks to mastering Sage Mode he was stronger than Sasuke, stated by Obito or Zetsu.


Keep in mind Sasuke was able to beat the entire new Team 7 which are these:

Naruto although not 100%, but Naruto admitted to being weaker to Kakashi
Sakura although not 100%
Yamato
Sai


I say the benchmark to learn SM isn't that high.

Kishi also said that Izanagi/Izanami could only be used if the Uchiha has both Senju and Uchiha DNA.... but then he also went on to show Itachi using it as well as Uchihas prior to that without having any Senju DNA.
