Let say if all the clans and ninjas from Naruto were forbidden to have outside source powers like stealing someone eye, becoming Jinchuuriki, stealing DNA, modifying body, etc which are the strongest and weakest clan?

KKG and KKT are not outside source, those are as natural as someone being born with high IQ, an example Ice element, Bone jutsu, Byakugan, Sharingan are natural. Stealing DNA or someone eye would be considered outside source.

Correct EMS would be forbidden since that is relying on someone else body part, well in this case someone else eyes.

Senju, Uchiha, Hyuga? at least in the hidden leaf, the Uzumaki were stated to be killed because of their fuinjutsu but never said how powerful they are but Id say in with those three

Hashirama would be strongest character rivaled by 8th gate gai. Gai would win but would die as well, hyuga as a clan would probably be strongest since MS was rarity in uchiha and we only saw main characters from their clan so they were bound to be strong. Senjus only have hype so not counting them.
