Yes, RSM is his power up same with Sasuke's rinnegan. It's his power up. RSM = Rikudou Sage Mode, yet Nardo doesn't use his Sage powers. He uses Bijuu powers.

OT: Rinnegan is part of Sasuke's arsenal yes but the bijuus ar not. Unlike Naruto who always has Kurama. Battles are situational but Sasuke having the bijuus around during a fight is far from guaranteed

No, it basically seals the deal that Naruto is too inept to knead and balance Bijuu chakra. Otherwise, whether he was out of chakra or not has no bearing upon his skills to knead and control Bijuu chakra.

Forced assistance on whose end? Naruto/Kurama worked together while Sasuke didn't have the ten tails chakra. Could Sasuke have turned into the Juubis Jin by pushing that chakra into himself instead of the Susanoo? Of course, but that's a totally different nerf that needs to be discussed. Naruto had all of the bijuus cooperation and can't even knead their chakra on his own. That's pitiful
