If it's against Ay IV then Ay Shunshins at him and Karate Chops him right in the neck or punches him straight in the face. If it's against Ay III then he Shunshins at him and rips him apart with Nukite.

That ranked above Jounin deal literally means nothing in regards to strength. Could literally just be advisers. Even those old bums in Konoha order the higher ups around.
They order the people built for the missions around, elders aren't going for missions. Ranked above Jounins and going for missions in another village despite the fact that he had to successfully infiltrate Konoha known to be protected by powerful Shinobi's isn't an easy feat. Let's not put him in the category of "elders", Elder isn't a rank nor is adviser. Jounins can be advisers. Take a look at Shikamaru now--Adviser isn't a Shinobi rank like Special Ruler is, you're obviously wrong here.
Advisers don't go for missions based on the fact that their advisers, especially when you look at the Konoha council full of elders. Even so, advisors are considered to be high leveled in some cases...Tobirama was Hashirama's advisor? I recall Shikamaru saying something like this in the fight against Juubito. Rather, they sent someone of a higher rank when they could have had their Jounins do the missions. That says it all. Nothing else but the fact that Shinobi ruler was ranked above Jounins according to Kishi and then the fact that one was sent rather than Jonins who are experienced and go for A rank mission and sometimes S Rank. Not only that but he successfully infiltrated Konoha before he was eventually defeated.
If you're sending someone of a higher rank, it's most likely because you feel they're more experienced and stronger than those lower than them and that's because the lower ones who are very experienced too tend to go for the mission instead. If they don't then it might be something beyond them. Otherwise, knowing they're weak or fodder like you're claiming won't be the case here.
Christ. The strongest individual isn't the one who leads as a commander. Leadership is also a factor. Kakashi becoming the 6th Hokage in a village with some stronger than him is a testament. Tsunade as well.I wonder why one of them weren't leading the war as a commander instead of Darui.

Being sent on a mission by yourself isn't a case of leadership but sheer skill in this scenario we speak of. That has nothing to do with this. Shikamaru was leading the Sasuke retrieval squad with people there being stronger than him. Not to mention what kills your argument is the fact that we know not if the position still holds considering we have no idea who the ruler is after the one that was killed long time ago. We know not if the current one is even as powerful enough or back protecting his village. I can argue the previous one was powerful enough seeing as he was chosen for such a mission rather than the Jonins.
