How can Kaguya survive Koto

Then nothing says Otsutsuki were not susceptible to genjtsu. Since it works by disrupting chakra. How then can Kaguya survive Koto...

In short, if there are no counters to Koto by Kaguya, Pre edo tensei Itachi > Kaguya.
