It's believed that he was only able to use it because Orochimaru's power was residing inside of him, then again the jutsu itself isn't a KKG and it doesn't have special requirements as far as I know so what do you think?

Probably he and naruto's gifts from the sage allowed them to master any ninjutsu so he definitely can if he trained in it unless you need oro's special body
