How is this a fire style jutsu?

Thats chidori. And Two Handed Seals arent recquired, Tobirama can do water dragon with a few hand seals but it generally recquires 50 seals. You can drastically reduce the number of hand seals needed for jutsus sometimes all the way to one seal. It all depends on the ninjas skill.
