Although I cannot come out and specify who has the best chakra control, I will try to explain what I understand by it and also explain what sasuke did, so you do ot have to agree with me as I guess we are all speculating.
So chakra control, the way I understand it, is the ability to shape chakra(manipulate chakra) and use it efficiently, that is administering the chakra in the right amounts and proportions to perform a certain task.
Examples of chakra control(that might not be impressive to some) are: hyugas emitting chakra out of their tenketsu and even using them as small blades to cut webs for example, sakura's and tsunade's ability to gather chakra in their hands or feet and then releasing it instantaneously before impact to create great devastation, etc.
First of all, I think you got carried away by the shear amount of chakra sasuke was controlling at that time.
What sasuke simply did was that he compressed the chakra he pulled from within those rocks and forcefully bounded them in one place using his susano. Although doing it on this scale is a real achievement but I can see the likes of Madara replicating that feat. And again who is to say whether sasuke took all of their chakra or only portions of each? Based on the manga, it took several ninjas of Akatsuki 3 days and 3 nights to seal Shukaku, let alone 8.5 tailed beasts, you could argue that Madara did it but he used a different technique which would be more effective because he was pulling them back into what they used to be part of.
A similar example would be the compressed biju dama from a miniature 4-tailed version of the nine tails(Naruto vs Orochimaru, Tenchi bridge) when it first emitted a substantial amount of chakra and then compressed it into a small ball which it swallowed and used to launch an attack but in this case nothing was used to bound the chakra.
Another example I can think of is when Obito, instead of bringing out chakra and using it in its raw uncompressed form, compressed the chakra into small arms which he used to tear the red barrier he was enclosed within, a feat which a huge biju dama from the ten tails itself could not achieve.
Another thing is that what sasuke was controlling was never close to what the sage was controlling. The biju's chakra individually forced to come together is nowhere near that of the biju's when they come together, under right conditions, to form the ten tails. As we have seen, Sasuke used one arrow and then that was it the chakra was gone. That would not have happened with the ten tails who's chakra is immeasurable.
And someone that has been spectacular in taking the whole ten tails into his body was Madara, how he did it I don't know. Obito also did something similar. They should be respected.

The manga states that the feat is exactly the same, so it is. Simply claiming that he "simply did this or that" doesn't detract away from the statements made in the manga. That would be the blatant denial of clear-cut dialogues. Furthermore, the feat is equated with the Sage on the basis of CC, not what he handled in regards to how precise and one-of-a-kind it is.
Madara simply did that with a Ten Tails Coffin Seal, just like Obito. Nothing impressive about it at all as Ten-Tails is automatically absorbed into the user in that manner.
Making a TBB is a fairly unimpressive feat as it molds a small amount of chakra and its molding is aided by the beast as well, especially for Perfect Jins.

Sasuke was able to fuse nine different chakra signatures which were bijuus btw so this a humongous amount of chakra and fuses it into his susanoo.
See how even Kurama notes the feat as "unrivaled" even when he's well aware of what Naruto and himself are capable of he directly compares it to the sage himself.
Then he was able to convert that huge amount of chakra into his own personal build something Kurama said he was capable of back in vote 2.
Not to mention he tops Narutos rasenshuriken capability by teleporting his Susanoo while maintaining his chakra avatar. Not to mention Fusing Rinnegan and sharingan abilities.
Then after all that invents his own elemental kkg with pure resolve.
