Was it ever stated that, at that point, Sasuke was going to be imprisoned for life? Kakashi only said that normally that would be the case; at this point, Sasuke was essentially imprisoned pending trial, where he was then pardoned. Considering Kakashi and Naruto were essentially the two most influential figures in Konoha, and both intended to speak on behalf of Sasuke at the trial, the outcome was more or less a foregone conclusion. And considering that the arm would take time to prepare, it wouldn't be unthinkable to begin the process even while Sasuke was technically in prison.

Oh dude I totally agree, even within the nv sasukes incarceration is pure fan service. It probably also helped a bit with konoha re accepting him in general. I saw it as sasuke allowing himself to be punished to show the nv that he understands what he did. Those elders are probably the only people that even gave a shit danzo was gone
