If the Shadow Clone technique is a "forbidden jutsu" why does no one have a problem with Naruto using it?

Can the sharingan copy ANY non-ocular jutsu? Or just ones that require hand seals combinations or taijutsu maneuvers?

How come we see the use of hand seals less and less? There was like 50 different hand seals needed for the Water Dragon Justu we saw at the start of the series and quite a few needed for fire ball jutsu. Haku also "weaved" signs for his jutsu. When was the last time we saw someone weave a ton of hand signs to preform a jutsu? Is the Water Dragon Jutsu the most complicated technique regarding hand sign combinations shown in the series?

I just chalk it up to progression, ex. Sasuke got good enough at chidori to do it instantly with no hand seals

It's forbidden because of the chakra distribution which makes everyone not able to use kage bunshins.

Sharingan can copy any technique as long as it's not a kkg and or special/hidden technique.

It depends on your mastery of the technique like plebs have to say a long enchantment but a high level pleb can just use it without one.

1. Kage Bunshin is forbidden because it requires very high amounts of chakra which in Naruto's case is not a problem....however you hardly see anyone else spamming that technique as they are most like to die from chakra exhaustion.

2. Yes sharingan can copy any jutsu or basically it copies the handsigns. Kakashi being an expert in copying jutsus most probably used his sharingan to see and analyse the chakra flow of the rasengan. However he wasn't perfect at it unlike Naruto who actually learned it from the scratch. In a sense you can say that Kakashi was never a true master of rasengan also he didn't have sufficient chakra levels.

3. Hand seals are basically required to mould the chakra and skilled shinobi with good chakra control can reduce the no. of handsigns to perform a technique(this has been implied but never proved). We often see people using a jutsu without a handsign, but for large jutsus handsigns were used. For example even Madara used handsigns for many jutsus while after becoming SOSP he used jutsus by simply calling out their names/thinking.

Actually kakashi learned how to use rasengan and only tried to add his lightning chakra which failed and became chidori, all this is before him having sharingan
