Doesn't Jiraiya utilize some kind of oil attack? Doesn't Oil > Sand? Or at least a big wad of spit from the toad summoning would do.

jiraiya wins.
this is pretty straightforward; almost as bad as the danzo match up vs gaara

all of gaaras armor/gourd/cqc sand gets set on fire when bunta crosses the distance & they combo him w/ unparalleled mobility.

besides that, sand offenses are meaningless against sage wind jutsu & sage rasengans

Jiraiya can use Oil and Water. Which combination already gave Gaara hard problems.
