If we are to assume what Kawaki's goals even are to begin with, we can mold it in any way to make it seem like he has reason. While we don't know what he plans to come from his goal, everything else other than the basic "death to Shinobi" is pure assumption.

Kawaki is stating that sasuke revolution that didnt happen is now happing, and were so far into the future where only the hidden clouds standing and is the survivors go. While the rest of the ninja nation is under the control or has be drains of their abilities to mold charka, making then into ....normal people. The one leading them is nun other than the lost son of sasuke kawaki.
I can agree to an extant with kawaki but man why you got to hate on boruto.
