Why can't you control the chakra of others?

Isn't chakra universal? Or does everyone have a unique texture and/or coding? Chakra control should allow you to control raw chakra, no matter whose it is? Any if you expel your chakra outside of your body and launch it from yourself, is it no longer yours and therefore vulnerable to being controlled?
