Those are the only people that have shown some of the most brutal things in the series. Sasuke is the most consistent however :|

You do realise ninjas are assassins right? Most of them kill in cold blood.

Besides, most of the stuff you listed (like using ninja tools) wasn't even remotely brutal. You also forgot how a bunch of other folk did some way worse stuff like cutting out hearts and implanting them in oneself (Kakuzu), drying enemy's corpses to use them as living flesh puppets (Sasori), infiltrating enemy's body and ripping them from the inside (Sakon), cutting enemies into pieces (Demonbrothers), killing all friends and classmates (Haku and the Root) etc.

I could go on, but the point is the world of Naruto was for the most part a very dark one. The mere fact that the most common system consists of creating child soldiers (which is what all the academies are for) is ****ed up.
