KCM Naruto could win depending on the stipulations because he already has prior knowledge due to having Kisame absorb his chakras in Part 1, so he might act with caution. However, he also was aware of Kamui yet wasn't rational in how he'd battle Obito which is why he got his ass kicked up until Gai warned him not to use flashy jutsu and rely on strategically planned diversions. I wouldn't be astonished if Kisame won in-spite of being his inferior due to being a horrid match-up and the fact that KCM Naruto was a reckless dumbass during the majority of the War.

Naruto literally doesn't stand a chance. His strongest most chakra intensive move is FRS. Kisame easily absorbs FRS as he can take the majority of B's V2 transformation in one go while unfused. Water Dome goes up, Naruto's speed becomes useless and then Kisame shit stomps him.

- Scenario 2 is however different. Naruto has Kage level clones that can occupy Kisame, he has toads that use senjutsu attacks which is bad for Kisame and Naruto can actually summon powerful SM clones

which Kisame would struggle to eliminate as he'll have to absorb the Senjutsu contained in their attacks(That's the SM clones attacks). At the end of the day, Naruto can use clones to divert Kisame's attention if he uses the Dome e.g swimming in different directions. He has toads that can add their senjutsu attacks along with clones and finally, he has Ma and Pa that can paralyze Kisame. They can also prepare their special genjutsu that would put an end to this fight. Add the fact that multiple attacks can be thrown at Kisame making it hard for him to absorb all at once since it's a gradual process

when you speak of the amount of powerful attacks here including the Senjutsu ones. Naruto takes this fight. There's nothing else I can think of.

Closing the distance isn't exactly the hardest thing. Whenever he gets in range, he gets a free hit with whatever he wants.

Kisame's only way of winning is starting off with Water Dome and fusing at the very beggining before he gets close. That's very out of character though.

Lol what? Naruto sadly eats him for breakfast. Avoiding water dome should be no trouble for him considering his speed, and in the off chance he does get caught up in it, the momentum from COR's explosion would send him flying backwards and out of the water dome. Or he could potentially just nuke the water dome with COFRS.

Once water dome is down, Naruto just needs to be able to dodge GSB, something he's easily capable of doing. Naruto's toads can pin down Kisame and Naruto ends him by exploding a FRS in his face (Samehada can absorb the FRS itself, but not its explosion.)
