That would be like saying Itachi wasn't about to solo Deidara by making him kill himself using Genjutsu (Background info: Deidara thought he was about to blow up Itachi, but in reality, Itachi set-up a Genjutsu to where it was all in his mind, and Deidara was the one strapped with bombs instead). Naruto just used his brain and forced the Raikage into a place where he could strike a point in his body. If you don't count that as a solo, then by all means.
