Sasuke realized that the only reason why the village were at peace together was because they had a common enemy. Sasuke wanted to sacrifice himself to become that common enemy. His plan would've worked, but Naruto wanted his way.

Well, how the hell do you think he's gonna do that? Opposition? Kill 'em. Protesting? Kill 'em. Any sort of negative opinion towards him? Kill 'em. Sasuke just assumes that if he takes on the role of evil dictator and kill some people, they will eventually bow down to him and let him do his thing without protesting because they know they're gonna die if they do. Except that's not how people work. Time passes, people just forget it happened and eventually they will attempt to pull off a revolution, and guess how Sasuke's gonna react? Kill 'em.
Sasuke acts like turning into a Ninja Stalin to the Elemental Nations will just stop people from rising up and remain quiet without confronting each other because their hate is all focused on Sasuke himself, except they are all too scared to do anything. But that's not how people work. Unless you constantly remind them of how much of a horrible leader you are, they eventually rise up again, and even if you do, they will eventually grow a pair and rise up to challenge him anyway. Because that's how people are, and Sasuke just doesn't understand people as well as he understand his own flawed philosophy. Thing is that time will passed and Sasuke will eventually be disposed of in one way or another by someone who somehow grew powerful enough to challenge him, and thus the entire system collapses and we return to zero.
