Depending on what's going on. Sasuke doesn't need kirin to use it, that's just like saying he need sharingan activate to use chidori.

That makes no sense. Sasuke has mastered the lightning element entirely and can use it with either hand.

It's different from Naruto, that's what I believe you're comparing it to. Lol just because Sasuke has rinnegan activate doesn't mean he's using it. Sasuke could have rinnegan active (key word) the entire fight and not use one ability from it technically he's still in base.

Sharingan is different, but it only predicts movements and can copy jutsu (which hasn't been used in forever). So basically anyone can predict movements, but sharingan I'll let you have I guess if you're reaching that hard.

It's a part of their chakra dna. No, you are right, when Uchiha and Hyuga fight, they should donate all of their chakra and dna, get new stuff and then go into battle.
