I was going to say Sasuke shouldn't be able to just pick some random bolt of lightning from the sky and bring it down if no charka is used to connect him to the thunderclouds above because that would at the very least be classified as Senjutsu, which he doesn't have outside of his Curse Mark.

Base by definition is the character's weakest possible current form. If Sasuke has his Sharingan but can get weaker by deactivating it, then him without his sharingan activated is his base.
