The latter doesn't counter the Bijuu Dama, and if the tree can withstand the Juubidama going off Madara probably won't be able to cut it. Besides, Obito can block 1 BSM BD and 1 enhanced susanoo Arrow w/ a single Gudo Dama, so all 9 used at their full capacity should be able to block PS long enough to charge and fire Bijuu Dama.
