Itachi knew full well of Pain's Akatsuki's plans and was face to face with the Gedo Mazo but never attempted sealing it away even though it would have saved the lives of tens of thousands of Shinobi, which I imagine he would certainly have done considering Itachi's ability to think on the greater good of things. That might mean there are some unmentioned factors we have not taken into consideration regarding Totsuka.
