I believe that is Konoha or at the very least Hashirama. Or Tobirama. People didn't follow Madara, but that most certainly doesn't mean they did not respect him for his immense power.

Not to celebrate the Uchiha-Senju alliance. The Uchiha turned his back on Madara, so building an enormous statue of him makes no sense.

It is most likely to celebrate the end of an era of Shinobi of which the battle marked, the Clan Wars Era. Thus, the Valley of the End. It serves to symbolise this throughout the series if you think about it. The end of an era, the start of a new one, change. In a way, VOTE1 was the start of an era in itself for Naruto and Sasuke, but it really came to represent that in VOTE2 where it was destroyed, coming to symbolise the end of the very era of Shinobi whose start it was created to celebrate.
