So Kurama claimed Naruto's chakra was long extinguished, and still was able to create a couple of TBR which matched Indra arrow. Of course he achieved this by assimilating the Nature Energy he got from Kurama. It was stated in other to use Nature Energy correctly, the user's chakra must be in a state of equilibrium. Basically, the user would have to balance their spiritual, physical and Nature chakra. So when Naruto assimilated the Nature chakra he received from Kurama, he had to balanced it with his residual chakra which was practically below the red zone. Astonishingly, that was sufficient to match Indra arrow which encompasses all the Bijuu chakra.

Now the question here is, How powerful would be Naruto if he decides to assimilate Nature energy while at full power? That is, while having all his chakra, including Rikudo Senjutsu.

I believe toad was talking about sage mode, not necessarily attacks using natural energy. If that was the case, Naruto(who is lacking chakra) is balancing his chakra with all that's available which doesn't make sense. Especially if going by the Japanese raw translation. So Naruto should have less chakra than natural energy gathered.

Kurama absorbed Nature chakra alright, but he didn't balance it. That becomes asserted when Sasuke became bewildered on how Naruto got so much Nature Chakra so suddenly.

Assuming Kurama balanced it, the chakra sent to Naruto would had been a mixture of Kurama's and Nature energy, which isn't the case.

Hence since that was a far cry from what actually happened, the only logical conclusion is Naruto balanced it.
