Might be a bait, but OP has a point. After all Itachi tried to teach him, Sasuke still went full retard.
If you are being serious (which I hope you are not):
1. Sasuke's idea was pretty similar to that of Lelouch from Code Geass, and whereas it is excentric I would not call it retarded by any means considering that we are talking about shonen manga here;
2. He wanted to try and change the system that would predictably and inevitably fail anyway (which it did, as we see in the sequel);
3. Naruto's plan was basically leaving everything as it was, and we have seen the consequences of this wonderful plan;
4. Trying to do something is better than doing nothing at all.
