Before Hagoromo buff Sasuke dont have any Raiton jutsu that can do big damage let alone kill 3 Raikage while Third Nukite easily kills him.

Raiton jutsu versatility goes to Sasuke strength to 3 Raikage.

Even without rikudo inhancements it's Sasuke and it's not even close all the 3rd Raikage can do is make a lighting spear and use raition armor.

Sasuke can use Chidori.

Tame natural lighting etc.
