Both hype and feats put his speed and reactions to be well above Kimimaro's. Being healthy won't bridge the gap that much. Drunk Lee and gated Lee were too fast for Kimimaro to physically evade and instead had to block Lee's hits. Sasuke is faster so he can hit Kimimaro just fine. Sasuke managed to evade and hit V1 Ay in the chest and Kimimaro is no comparison.

Bone bullets are easily evaded and while Sawarbi no mae may be a threat, cursed seal wings and snake arms can be used to avoid getting impaled by gliding and swinging around.

Chidori easily goes through Kimimaro when a samurai chakra blade could partially pierce through. Even if CS2 boosts Kimi's durability so much that even chidori becomes ineffective, Sasuke uses CS2 and pierces through.

How much closer do you think this would be if I equalized their speed, essentially judging the battle on their skill and jutsu?

Black Chidori, Chidori Katana, Nagashi etc, and if he uses CS2 he becomes slower and he still can't survive Sasuke's attacks while Sasuke can block and parry his attacks.

How can Sasuke parry his clematis dance? I don't see Nagashi doing much to bone in terms of using it as a defense.

If Kimi changes the battlefield with Bracken Dance and speed is equalized I could see him catching Sasuke off guard with his CM2 bone.

CS2 is a powerup. By default powerups make one faster unless there is a statement contradicting that such as in Kimimaro's case.

He just never went fast with it is all, still without intel he could easily be caught off guard by the bones the first time, I'm questioning if even Black Chidori can parry it simply because its so big, lack of intel is key here.

Kimmimaro speed is at CE Sasuke level. Kimmimaro wouldn't be able to see Sasuke move since he cannonly escaped Shippuden Naruto los.

Kimimaro's Taijutsu Expertise coupled with his rapid-style Taijutsu is an effective counter for Sasuke's Taijutsu, so I wouldn't be confident in writing off Kimimaro in all honesty. Kimimaro possessed higher Taijutsu ability and could operate on a similar speed caliber according to the Databook even while he was severely ill. Just being healthy would bolster his capabilities.

The immense power-scaling that was present during the Time-Skip would apply to every character present during that time which included Kimimaro. However, I wouldn't even consider it power-scaling, I'd consider it a different artistic choice where the idea of Jonins and Kage Levels were visually depicted differently. If Kimimaro can subdue dozens of Jonins who are capable of amassing immense Doton Walls relatively quickly despite the effect battling a war has on any individual with normal stamina, then "power-scaling" applied to Kimimaro as well.
