Obito wins. If Kakashi wants to exploit Kamui's weakness he'll have to warp a clone and then make Obito phase in that same exact position. Obito simply moves away from that area altogether rendering that strategy completely useless. Kakashi doesn't even have the chakra to waste splitting it in half for clones on a strategy that won't succeed. Long range Kamui is useless.
Kakashi doesn't have a way to reliably hit Obito. So at the very worst Obito outlasts until he can't try and exploit the clone strategy anymore and then kills him. in the most likely scenario Obito simply overpowers and kills him while slipping through his techs.

If that's how it worked then Naruto and Kakashi wouldn't need to hit him at the exact spot he phased at, Naruto would just follow him from the pocket dimension and then hit him whenever he tried to phase.

Obito never FULLY went into the Kamui dimension in that fight, so as far as Kakashi was concerned, Obito's chakra was both in front of him and in the Kamui dimension.
In the case where he warped out of the Kamui dimension to Obito, all of Obito's chakra is there, which is why Kakashi could warp there.

And why did they use that tactic with Naruto? Well, Kakashi didn't know how to go himself to the other dimension and was so low on chakra that maybe he couldn't even come back. Naruto in the other dimension doesn't know where Obito will spawn so they needed to make Obito phase on that spot.
Answering the bold, if Kakashi's clone knows where Obito is from the other dimension, then Obito can be forced to phase on any part of the battlefield, it doesn't matter, the clone wil be on that same part on the other dimension.
