Naruto and Sasuke fought till they were out of chakra and went out with their signature moves and they busted each others arms. For Indra and Ashura to turn into ash, they must have used something on a bigger scale... Maybe Indra's arrow is Indra's jutsu and he used it in cqc against something as the same Magnitude as Ashura used.

When Sauce used Indra's arrow and Naruto used his NE enchanted RS, they were a very long distance away from each other but still they got completely destroyed just from the impact radius...
